What opportunities, and challenges, are posed for developing countries by the dramatic growth of open source software? How can developing country policy makers and other key stakeholders make informed decisions about the benefits, costs and implications of choosing open source solutions?

What are the other enabling factors required in order for the adoption of open source solutions to be viable, sustainable and cost effective? How can developing countries expand the options available to them when deciding on software solutions for government applications, and make wise decisions among those options? This infoDev-commissioned study explores the implications of the open source movement for developing countries and make recommendations to help guide developing country policy makers on these issues.
